Determination of Section 9 Qualifying Times

General Rules:
1) Qualifying times will not be slower unless by special ruling.
2) If less than 32 participants, time remains from previous year.
3) New qualifying time is the average of the previous year's time and the 32nd place of the previous year's Section 9 Championships.
